This peer review procedure is created to assure a transparent analyze of proposed articles for publishing in Budgetary Research Review. It is inspired from international practice in this field.

The publication in Budgetary Research Review is conditioned to obtain the publishing resolution from Editor-in-Chief and/or reviewers. Only prestigious researchers’ articles can be published with the resolution of Editor-in-Chief. All other articles will be sent to be evaluated by to reviewers. The reviewers are researchers with experience in the domain in which article is write.

The principle main principle of this process: author and reviewer are communication only through Editor-in-Chief without knowing each other’s identity.

Papers should be submitted to the Editor-in-Chief by e-mail ( gorgi_mc-AT-yahoo.com ) preferably in .doc or .pdf format. Each manuscript, at this stage, could be accompanied by a cover letter stating that the article is original and unpublished, is being submitted only to this editor and is not being considered for publication at any other journal. The cover letter should include the corresponding author’s email address.

Received papers are first analyzed by the Editor-in-Chief in order to decide if the paper fits the topics of the journal and the quality of article is corresponding. Out of topic papers will be returned to the authors.

After this preliminary step, papers that fit to the topic of the journal are evaluated by two independent scientific reviewers. To assure confidentiality, the article will be send by Editor-in-Chief to reviewers using a unique five character code to entitle the file (ex: w2as2.doc). Reviewers make their comments in a separate file. Their comments will be finalized with one of the following resolutions:
I. article accepted for publishing;
II. article should be modified taking into account the recommendations;
III. article not accepted for publishing.
Those articles that are resend to evaluation after they received “article should be modified” resolution in a previous stage, will be send with same file name to reviewers.

The comments of the two reviewers and those of the Editor-in-Chief will be put in a single document and will be sent to the corresponding author.

All the received articles will be recorded in a database in order to make periodically statistics.
